A number of changes were made halfway through the design stage, such as the addition of an extra 200 staff to be accommodated as well as housing numerous different council departments with varying end user requirements. The staff to internal space ratio changed from 1:11 to 1:8, therefore a reconfiguration of layouts and M&E services was required to accommodate the extra headcount. The project delivered a number of substantial benefits to the clients, the first being the ability to consolidate the various council departments into one building, where previously they were spread out across Belfast City Centre.
